The Coast Guard Basic Training Honor Graduate Ribbon has been in effect since April 1, 1984; however, individuals who graduated from Coast Guard recruit training prior to April 1, 1984 who believe they are eligible may submit a request (with supporting documentation) to the Commandant via the chain-of-command This ribbon is awarded to Coast Guard service members in the top three percent of each Coast Guard recurit trianing graduaiton class.
